In Denmark, politicians are waiting impatiently for peace in Syria, so they can send refugees back. In Lebanon, where one fifth of the inhabitants are now refugees, the authorities have already begun. Here, the "paradigm shift" from integration to repatriation, which the Danish government will now introduce, has been the reality from day one. There are just two issues: the Syrians dare not travel - and Assad basically doesn't want them back.
